Human Rights Embassy - is an international human rights non-governmental organisation based in Moldova and operating throughout the countries of the former Soviet Union and Europe.

The Human Rights Embassy is guided by the principles of the international community to protect human rights and to promote democracy and rule of law. The organisation’s mission is to contribute to the promotion and respect for human rights worldwide. To achieve this goal, Human Rights Embassy undertakes professional development trainings of judicial actors (professional development training programmes for judges, prosecutors, defence lawyers, police officers), human rights trainings for NGOs and mass-media, conducts human rights monitoring, trial monitoring, strategic litigation, solidarity campaigns for the protection of human rights lawyers/defenders, awareness raising campaigns, and advocacy.

Educational activities

Human Rights Embassy undertakes professional development trainings of judicial actors – national and regional professional development courses for legal professionals - judges, prosecutors, defence lawyers and practicing jurists, police officers, human rights trainings for NGOs and mass-media, as well as awareness raising campaigns for broader audience. Human Rights Embassy has implemented or is part of regional and international projects and programmes, including online education cycles of Human Rights House Foundations’ (HRHF) “International Law in Advocacy” (ILIA) Programme and its post-education activities for legal professionals from Azerbaijan, Belarus, Georgia, Moldova, Russia and Ukraine, and joint Council of Europe HELP certified online courses for human rights lawyers from mentioned countries. 

On behalf of the International Partnership of ILIA experts and alumni, Human Rights Embassy is working with the Centre for Constitutionalism and Human Rights of the European Humanities University to implement the joint educational project “Lawyers for the Rule of Law. Education and vocational training” for human rights lawyers from Azerbaijan, Belarus, Moldova, Russia and Ukraine.

Monitoring, Research and Advocacy

During ILIA Program implementation HRHF and its partners identified growing intimidation and persecution of human rights lawyers in Eastern Europe and the Caucasus, and began promoting the establishment of strong international standards for the protection of human rights lawyers and their independence. 

Joining the “International Law in Advocacy” Programme in 2012, Human Rights Embassy has regionally coordinated joint work on monitoring and analysis of the growing intimidation and persecution of human rights lawyers in Eastern Europe and the Caucasus, which resulted in the publishing of the report “Human Rights Lawyers at Risk: Making the Case for Protection of Legal Professionals in Azerbaijan, Belarus, Moldova, Russia, and Ukraine” and in the Updates to the Report, in thematic side-events/panel discussions within annual Human Dimension Implementation Meeting of the Organization for Security and Co-operation in Europe, study visits and expert consultations with United Nations and Council of Europe Special Rapporteurs, Members of the Parliamentary Assembly Council of Europe etc., and as such, jointly contributed to the drafting of a new European Convention on the Profession of the Lawyer.

Trial Monitoring

On behalf of the TrialWatch initiative, Human Rights Embassy is working with the Clooney Foundation for Justice and American Bar Association to monitor proceedings for several cases in Eurasia, including in Belarus and Russia. Human Rights Embassy successfully completed trial monitoring of the criminally prosecuted Russian human rights lawyer Mikhail Benyash, Ukrainian / Crimean human rights defender Server Mustafayev and his 7 co-defendants, Russian human rights defender Anastasia Shevchenko, completed monitoring of 15 administrative cases of the persecuted peaceful protesters and human rights lawyers and defenders in Belarus, completed monitoring of the criminally prosecuted Belarusian journalists Ekaterina Andreyeva and Daria Chultsova, and partially monitored the criminal prosecution of artist and human rights activist in Komsomolsk-on-Amur Yulia Tsvetkova.

Legal and Human Rights Empowerment of Refugees

In 2022-23 the Human Rights Embassy and its partners successfully implemented the “Legal and Human Rights Empowerment of Ukrainian Women in Moldova” Project, funded by a grant from the Institute of War and Peace Reporting with the support of the UK Government. The project aimed to empower the newly arrived Ukrainian women in Moldova to enable them to claim and protect their human rights through the use of legal instruments and recourse to human rights institutions (through training of activists and leaders from among newly arrived Ukrainian women in Moldova, facilitation of establishment of Ukrainian women activist groups (through designation of well-trained women alumni as “Human Rights Ambassadors”) prepared to take legal and human rights action to claim and protect their human rights, as well as provide assistance to the broader community of Ukrainian women in Moldova. 

In order to ensure better structure, efficiency and sustainability of support to the Ukrainian de facto refugees in Moldova, from August 2023 to February 2024 the Human Rights Embassy and its partners implement the “Promotion of Ukrainian community mediators to strengthen social cohesion and resilience in Moldova” Project. The main focus of this follow-up project is to establish and institutionalize Ukrainian community mediators in Moldova, to equip them with knowledge and skills in applying the Women, Peace and Security agenda, and to develop their resilience in the face of hybrid warfare, including proliferation of fake news and disinformation.

For its long-lasting work in prevention of torture, other ill-treatment and unlawful detention in Moldova, in December 2020, Human Rights Embassy has been awarded by the Delegation of the European Union to the Republic of Moldova with the Human Rights Award 2020 in Human Security category in the framework of the European Awards for Civil Society Ceremony.
