The Equality Council (in Romanian Consiliul pentru egalitate) is the public institution (the National Human Rights Institution specialised in non-discrimination), which is responsible for safeguarding you from discrimination in Moldova.

How can it help you 

Protection against discrimination: examination of complaints 

The Equality Council can examine complaints about potential discrimination. Following the examination of the complaint, the Council issues a reasoned decision about the existence or absence of discrimination. The Council can prescribe actions to restore victim in his/her rights and to recommend actions to prevent similar violations in the future. The decision is binding, and it can be appealed in court. The Council can also contribute to the amicable resolution of conflicts between the parties to the complaint. Read more about the complaint procedure. 

Prevention of further discrimination 

If examination of a complaint or another analysis of the Council reveals a problem in a law or in practice of state or private institutions, the Council may recommend amendments to the legislation or practice to prevent future discrimination.

The Council provides consultations daily through the on-duty lawyer. Additionally, members of the Council provide appointments for people following the request. 

Activities

  • Examines the compliance of existing and draft legislation with non-discrimination standards and proposes amendments to legislation 
  • Monitors the implementation of relevant legislation 
  • Collects information on the extent, state and trends of discrimination at national level and elaborates studies and reports 
  • Examines complaints on discrimination 
  • Contributes to the amicable resolution of conflicts between the parties to the complaint 
  • Carries out documentation visits on the facts which are the subject of the complaint or on the implementation of the prescriptions/recommendations made by the Council 
  • Establishes contraventions relating to acts of discrimination 
  • Sanctions failure to implement the Council's prescriptions and/or recommendations 
  • Contributes to raising awareness of society with a view to eliminating all forms of discrimination 
  • Cooperates with international bodies responsible for preventing and combating discrimination
